Beth Ford - The Explorer: Candidates

Beth Ford republican

I am currently serving my third term as Pima County Treasurer. I first took office in January 2001. I earned a Bachelor of Science from the University of Arizona with a major in Accounting. In 1988 I became a Certified Public Accountant. I am a member of the Government Finance Officer's Association and the Arizona Association of Governmental Accountants. I have served two terms as President of the Arizona Association of County Treasurers, two terms as Vice-President of the Arizona Association of County Treasurers and also served as their legislative liason. I am also a member of the Arizona State Treasurer's Investment Advisory Board. I received the Special Recognition and Appreciation Award by the Pima County Sheriff's Department for outstanding support of the Sheriff's Department and contribution to public safety in Pima County in 2003 and 2011.

My professional career began as a staff accountant with the Tucson accounting firm Cotton, Parker, Johnson and Co. P.C. I began my government service with the Tucson Unified School District (TUSD) and was promoted to Financial Services Manager. During my tenure with TUSD, the district received their first Certificate of Excellence award for their Comprehensive Annual Financial Report from both the Government Finance Officers Association and the Association of School Business Officials.

As Treasurer, I am responsible for collecting and distributing the $1Billion tax levy for Pima County and its 97 political subdivisions. We also are custodian of funds for those political subdivisions. As custodian, we accept deposits, clear warrants and invest these funds. We have approximately $3 billion dollars flow through the office annually, clear 50,000 warrants monthly and have an investment pool of $1Billion.

Some of my accomplishments as Pima County Treasurer include increased operating efficiencies and effectiveness from successful relationships with other Pima County agencies and improved procedural changes through automation. As a result, I have been able to reduce staff from 46 when I took office to a current staff of 30. We currently process 95% of our tax payments through automation. We have developed our own information and tax collection system and continue to make improvements. We are currently working on a project to process electronic payments for our agencies to gain efficiencies in cash flow. I have developed an investment program, consistently generating additional income for Pima County's political subdivisions that would have otherwise been raised through taxes. Our portfolio consistently surpasses our benchmark.

I am a firm believer in the power of automation and I guide and facilitate in-house software development for the accounting and tax payment functions. Tax payment and distribution of tax revenues to Pima County's political subdivisions is done in a timely manner. I have been instrumental in offering "Transparency in Government" as I guide the office into an on-line banking service environment for Pima County agencies. As a result of those improvements, I have reduced operating costs, while expanding services.
