At approximately 2:44 p.m. on Tuesday, the Tucson Fire Department requested assistance from the Tucson Police Department at an apartment located at 3636 North Campbell Avenue.

Tucson Fire Department personnel initially responded to a report of a 10-month old female child, who was found unconscious and not breathing in a bathtub full of water. Upon arrival, they immediately administered CPR and rushed the child to a local hospital.

According to Maria Hawke, spokeswoman for the Tucson Police Department, the child, Winter Breeze Azure, remains in critical condition at the hospital.

Officers from Operations Division Midtown responded to the apartment and initiated an investigation to determine the circumstances that led to the near drowning of the baby.

Detectives from the Dependent Child Unit also responded to the apartment to assist with the investigation. They learned that an adult female, Zada Davis, 27, was caring for the baby as well as two additional children on June 12. Davis allegedly put Winter in the bathtub at some time between 2 p.m. and 2:30 p.m. She left the water running with toys in the tub for the baby to play with. Ms. Davis then began doing other things in the residence, leaving Winter alone in the bathroom. After approximately 10 minutes, Davis returned to the bathroom and discovered that the bathtub was overflowing with water, and the child was floating in the water. After removing Winter from the water, she called 911 for emergency medical assistance. A neighbor performed CPR until Tucson Fire Department personnel arrived.

Tucson police say neither of the other two children, which includes an 8-month old baby and 7-year old were not involved in the incident, and were not injured.

As a result of the investigation, Davis was arrested and charged with one count of Child Abuse, a class 2 felony. Davis was transported and booked into the Pima County Jail.
