Now that the Town of Marana has officially taken control of one of the county’s five wastewater treatment plants, Pima County Administrator Chuck Huckelberry said it’s the taxpayers who will continue to lose.

Recently, newly elected Marana Town Council Member Dave Bowen authored an opinion piece in The Explorer about wastewater issues (July 6, 2011, “Marana should oversee local wastewater issues”). Unfortunately, Mr. Bowen has not been afforded all of the facts regarding this matter.

What is wrong with Pima County? That question probably isn’t unusual for most people who live here, but what many probably don’t know is just how far off base the county is when it comes to best practices for managing local governments.

As the Town of Marana and Pima County continue to battle for possession of the Marana Wastewater Reclamation Facility, a recent ruling by the Arizona Court of Appeals has the county optimistic about the potential outcome.
